12 countries - Russia, China, India, Kazakhstan, Kyrgyzstan, Pakistan, Tajikistan, Uzbekistan, Afghanistan, Belarus, Iran, Mongolia are invited to participate in the film festival. The project is implemented within the framework of international cultural cooperation between the countries in order to promote business cooperation in the field of cinema. The preparation of Russian participation in the festival involved the Production center "Kinofest" with the support and assistance of the Ministry of culture of the Russian Federation and the Russian Cinema Fund.  

The opening ceremony of the festival will be held at the Bolshoi theatre, Singando, where the traditional red carpet will be the official delegation, composed of filmmakers and journalists from the participating countries. The Russian delegation of filmmakers included representatives of different spheres of the film business, including the Honored artist of Russia Sergey Puskepalis, Director Yusup Razykov, actor Mikhail Evlanov, Director Oleg Asadulin, producer George Shabanov, Director Ivan Tverdovsky, Director of financial-industrial Department "Cinema Fund" Vadim Potapov, composer Ivan Burlyaev, directed by Vladimir Kott, producer Vadim Goryainov, writer Alex Planes, producer Dmitry Davydenko, screenwriter Andrei Taratukhin and others. During the official part of the opening ceremony, the guests will be presented to the jury of representatives of each participating country, as well as the competitive and non-competitive film program of the festival of sixty films. 

On June 14 and 15, the film market will be held within the framework of the festival, which will be attended by copyright owners for films, distributors and producers of film products from the SCO countries, including Chinese film companies interested in purchasing films from the festival program - China Film Group Communication, China Film, Huaxia Film Distribution, Nationwide Alliance of Arthouse Cinemas, China Movie Channel, Huayi Brothers Pictures, Beijing United Entertainment Partners Culture and Media, Lian Ray Pictures, CCTV-6, Zhe Jiang Bona Film and TV Production, Beijing Creastar Picture International, Huo Er Guo Si Phoenix Pictures, Bausian Film, Leomian Pictures, Hengye Pictures, Star Alliance Movies. According to the results of the film market will be held the signing of the Protocol of intent between the companies of the SCO countries.

The program of events of the festival includes forums on cooperation in the field of cinema, exhibition of the Chinese film industry, press conferences and presentations of films by each participating country. In the competition program of the festival organizers included films: "salute-7" (dir. Klim Shipenko, 2017) and "frozen Carp" (dir. Vladimir Kott, 2017), out of the competition will be shown films "Big" (dir. Valery Todorovsky, 2017), "Night guards" (dir. Emilis Velivis, 2016), "dancing to the death" (dir. Andrey Volgin, 2017).  

The closing ceremony of the" film Festival of the SCO member States-2018 " will be held on June 17. Within the framework of the ceremony, the international jury will award the winners of the film festival-the Prize for the best film, the Prize for the best Director, the Prize for the best script, the Prize for the best male lead, the Prize for the best female lead, a special jury prize. 

The opening and closing ceremonies of the festival will be broadcast live by CCTV-6. The coverage of the events of the festival will guide international network TV, the BRICS/BRICS TV.
